This is one of the ever popular U-Boot badge stickpins. These were worn on the lapel of tie of a business suit with great pride.
This example has a fine gilt finish to it. On the reverse there is a sturdy pin. There is a bit of a wave to the pin so the veteran actually wore it in the manner described.
