This is a militärpaß from 1. Ober-Elsässisches Infanterie-Regiment Nr 167. The regiment was formed in 1897. It was garrisoned at Bitsch, where it was attached to the XXI. Armeekorps. As best as I can tell, the man’s name is Schlitzberger. He was born in 1883. He mustered into the regiment in 1907, and served in Kompagnie Nr 8. He saw service in a number of units during WW I. Many unit stamps appear throughout the militärpaß.
